RULES FOR THE SALE AND REFUND OF ENTRANCE TICKETS AND DOCUMENTS GIVING THE RIGHT TO RECEIVE ENTRANCE TICKETS FOR THE 2022 FIVB VOLLEYBALL WORLD CHAMPIONSHIP EVENTS

1. General Provisions
 
1.1 These Rules determine the procedure for the sale and refund of entrance tickets and documents giving the right to receive entrance tickets to attend sports events of the FIVB 2022 World Volleyball Championship (Events) if the visitors refuse to attend.
1.2 The steering committee for FIVB 2022 World Volleyball Championship Independent not-for-profit organization (Organizing Committee), which is the organizer of the Events, in agreement with the Volleyball Federation of Russia approves these Rules. If partners are involved to sell tickets and are authorized to process the refund of tickets sold by them, such partners have the right to establish an independent procedure for the sale and refund of tickets (hereinafter referred to as the independent refund procedure). The independent procedure for the sale and refund cannot give the visitor fewer rights and establish less favourable conditions for the refund of tickets than is provided for in these Rules.
1.3 The basic concepts used in these Rules mean the following:
Ticket, including, the electronic ticket is a document confirming the right of its owner to attend the Event or a document giving the right to receive an entrance ticket to attend the Event;
Visitor is an individual acting for purposes not related to entrepreneurial activity, who has the right to visit the Event, and who has paid for the ticket.
FIVB (fr. Fédération Internationale de Volleyball) is the International Volleyball Federation (FIVB);
Ticket office is a special-purpose ticket sales office;
Ticket organizer is the Volleyball Federation of Russia which has the rights and powers to implement the ticket program for sporting events of the FIVB 2022 World Volleyball Championship;
Ticketing site is a section of the official website of the ticket organizer related to the process of selling tickets for sporting events of the FIVB 2022 World Volleyball Championship;
Organizer is ANO "Volleyball 2022 Organizing Committee".
Partners are Russian and foreign organizations that are official sponsors, partners, suppliers and licensees of the FIVB, the organizer and ticket organizer within the organization and running of sporting events of the FIVB 2022 World Volleyball Championship;
Ticket organizer subagent is a legal entity that sells tickets based on an agreement concluded with the ticket organizer.
 1.4. The ticket sales period starts on September 30, 2021, and ends on September 11, 2022, inclusive.
1.5. The sale of tickets shall be carried out by the ticket organizer and the subagents of the ticket organizer exclusively.
Tickets shall be sold at ticket offices and on the ticketing website.
The list of subagents of the ticket organizer and ticket offices (indicating the address of their location) shall be posted by the ticket organizer on the ticketing website.
 1.6. Individuals have the right to purchase tickets in the manner prescribed by these Rules, and the partners and other legal entities - on the basis of an agreement concluded with the ticket organizer.
1.7. Tickets purchased in violation of the procedure established by these Rules and fake tickets are invalid, canceled and do not give the right to attend the Event.
1.8. The entrance ticket shall be issued on a controlled-issue form or in the format of an electronic ticket in Russian and English and shall contain the following mandatory details:
a) document name, number and series; 
b) name and legal form of the organizer and the organization selling the ticket;
c) location of the permanent executive body of the organizer and the organization selling the ticket;
d) taxpayer identification number assigned to the organizer and to the organization selling the ticket;
e) name of the sporting Event;
f) date and time of the sporting Event;
g) name and address of the sports facility where the sporting Event is held;
h) sector (grandstand) number (if any);
i) row number (if any);
j) seat number (if any);
k) ticket price;
l) barcode;
m) other details that the organizer is entitled to identify and which characterize the specifics of the sporting Event.
1.9. The organizer has the right to independently determine the size of margins, indents and the position of the details provided for in clause 1.8 of these Rules, the location of the details on the front and back sides of the ticket, and also make decisions on the design of the tickets.
1.10. Tickets shall be refunded in the manner determined by these Rules.
1.11. Sale and (or) resale of tickets, offering tickets for sale (including advertising), holding promotions, accompanied by the gratuitous transfer of tickets, exchange and other use of tickets for profit or other material benefits, the use of tickets in lotteries and other gambling activities are not allowed by any person other than the organizer, the ticket organizer and the subagents of the ticket organizer. Violation of these requirements entails liability provided for by the legislation of the Russian Federation.
The provisions of this clause do not apply to partners in case of prior agreement of all or individual actions specified in this clause by the organizer and the ticket organizer
1.12. Sale of tickets at a price higher than the price indicated on the ticket is prohibited.
1.13. The ticket organizer and its subagents, when selling tickets, have the right to charge a fee for the provision of related services to the buyer. The total cost of related services provided to the ticket purchaser shall be less than 10 per cent of the price indicated on the tickets purchased.
1.14. The organizer, in accordance with the Agreement with the organizer concluded by the FIVB and the Volleyball Federation of Russia, has the right to establish additional requirements for the sale of tickets that do not contradict these Rules if there are peculiarities of organizing and conducting sports events of the FIVB 2022 World Volleyball Championship, 


2. The procedure and conditions for the refund of tickets 
for the Events in case of refusal to attend 
 
2.1 If the visitor refuses to attend the Event on his initiative, the visitor has the right to apply for a ticket return and a refund for an unused ticket in the approved form (Appendix No. 1). 
2.2 An application for refund shall be submitted by a visitor (his representative) to the organization from which the ticket was purchased, and which is obliged to reimburse the cost of the ticket (hereinafter - the authorized person) in electronic form in the manner approved by such an organization, or shall be sent by the visitor by registered mail with an inventory of the attachment and a return receipt at the legal address.
2.3 The application for refund shall be accompanied by the original of the unused ticket and the sales check. When returning an electronic ticket, a copy of the electronic ticket containing the details of the electronic ticket, as well as a copy of the electronic sales check shall be attached to the application for the refund.
2.4 The application for return and the documents attached to it shall be accepted by the authorized person on the day they are received.
2.5 The authorized person examines them, decides on the refund of funds for an unused ticket or refusal to refund funds in case of non-compliance by the visitor with the conditions specified in Cl. 2.3 of these Rules, and informs the visitor (his representative) about his decision within a period not exceeding 15 working days from the date of receipt of the application for the refund and the documents attached to it.
2.6 The authorized person informs the visitor (his representative) about the decision to refuse or to return the funds no later than 5 working days from the date of the relevant decision in one of the following ways:
sends a notification by mail with a receipt acknowledgment to the address indicated in the application for a refund if such an application is received by the authorized person by mail;
sends a notification to the e-mail address specified in the application for a refund if such an application is received by the authorized person in electronic form.
2.7 The authorized person shall return funds to the visitor no later than 10 calendar days from the date of the decision on the return of funds. Refunds shall be made only to the current account from which the electronic ticket was paid or according to the details specified in the application for refund in case of purchasing tickets at the ticket office.
2.8 The amount of funds to be returned to the visitor for an unused ticket shall be calculated by an authorized person as follows:
2.9 In case of cancellation, replacement or postponement of the Event, the visitor, on his initiative, will be refunded with the full cost of the ticket;
2.10 In case of refusal to attend the Event for reasons not provided for in clause 2.9 of the Rules, the visitor has the right to return the ticket:
2.10.1 no later than 30 days before the day of the Event, for a refund of 90 per cent of the ticket price;
2.10.2 no later than 14 days before the day of the Event, for a refund of 50 per cent of the ticket price;
2.10.3 no later than 7 days before the day of the Event, for a refund of 30 percent of the ticket price;
2.10.4 no later than 1 day before the day of the Event, for a refund of 10 per cent of the ticket price;
2.10.5 less than 1 day before the day of the Event, the authorized person has the right not to refund the ticket price to the visitor.
2.11 The refund mechanism specified in clause 2.10 of the Rules is mandatory for all authorized persons.

3. The procedure and conditions for the refund of tickets 
in case of refusal to attend connected to the illness of the visitor of death of a person,
who was a member of his family or a close relative

3.1 If the visitor refuses to attend the Event due to his illness or death of a person who was a member of his family or his close relative in accordance with the Family Code of the Russian Federation, the visitor has the right to apply for a ticket refund no later than the day of the Event for which the visitor's ticket was purchased (for tickets, the category of which provides for attending the Event within several days, no later than the first day).
3.2 In addition to the documents specified in clause 2.3 of the Rules, the application for refund in connection with the visitor's illness or death of a person who was a member of his family or his close relative the following documents shall be attached:
a) a copy of the visitor's identity document;
b) a copy of a medical disability certificate issued by a medical organization in accordance with the legislation of the Russian Federation and confirming the fact of the visitor's illness, which prevents him from attending the Event1;
c) a copy of the death certificate of a person who was a family member of the visitor or his close relative, or a copy of the death certificate (reference) of such a person issued by the civil registry department2;
d) copies of documents confirming that the deceased person was a member of the visitor's family (husband (wife), father, mother, son or daughter (adoptive parent or adopted child) or a close relative of the visitor (grandfather, grandmother, grandson (granddaughter), full and half brother) or sister) 2;
e) consent to the processing of personal data.
3.3 In case of impossibility to submit the documents specified in clauses b) and c) clause 3.2 of these Rules within the time period specified in clause 3.1, the visitor submits such documents within 14 days from the date of the Event, provided that the application for refund due to the visitor's illness or death of a person who was a member of his family or his close relative and other documents, provided for in this section are submitted within the period specified in clause 3.1 of these Rules.
3.4 If a visitor submits an application for refund in connection with the visitor's illness or the death of a person who was a member of his family or his close relative in electronic form, the visitor submits the original application and all necessary documents, no later than 14 days from the date of the Event, which was specified in ticket.
3.5 The authorized person shall review the application for a ticket refund in connection with the visitor's illness or death of a person who was a member of his family or his close relative, and the documents attached thereto within 15 working days from the date of their receipt. If necessary, the specified consideration period can be increased to 30 days. The term for consideration shall be calculated from the day the authorized person receives the documents in full.
3.6 Notification of the decision made, as well as the method of refunding the money for the ticket, shall be carried out under clauses 26, 27 of these Rules.

4. Final Provisions

4.1 Special aspects of the refund of electronic tickets sold by an authorized person using the Internet information and telecommunications network, including the possibility of submitting an application for a refund in the form of an electronic document, may be determined in their own refund procedures, taking into account the technical capabilities of authorized persons.
4.2. If the visitor refuses to attend the Event for reasons not related to cancellation, replacement or postponement of the event, the visitor has the right to return the ticket, subject to the following conditions:
4.2.1 the ticket is not invalid - tickets, forms and details of which do not correspond to the forms and details approved by the ticket organizer, tickets containing corrections, fake tickets;
4.2.2 an application for ticket refund has been submitted to an authorized person at least one day before the day of the event or the first day of the event if the ticket category provides for the visit to the event within several days;
4.2.3 the application for refund and the documents attached to it comply with the requirements of clause 2.3 of these Rules.
4.3 If the visitor refuses to attend the Event for reasons related to his illness or death of a person who was a member of his family or his close relative, the visitor has the right to return the ticket, subject to the following conditions:
a) the ticket is not invalid under clause 4.2.1;
b) an application for refund in connection with the illness of the visitor or the death of a person who was a member of his family or his close relative and the documents attached thereto shall be presented to the authorized person or sent by registered mail with a schedule of enclosures and a return receipt no later than the day of the Event or in accordance with the conditions of clause 3.3 of these Rules;
c) the submitted documents contain reliable information;
d) the death of a family member of the visitor or his close relative occurred after the date the visitor purchased the ticket, not earlier than 14 days before the day of the Event and not later than the day of the Event.
4.4 Tickets, the category of which provides for visiting the Event for several days, are sold on special conditions that do not imply the possibility of allocating the cost of one Event included in such a ticket, and do not provide for the visitor's right to refuse to pay for one of the Events included in the ticket.
4.5 Tickets sold within the framework of special categories, programs and promotions, as well as group tickets providing for special conditions for purchasing tickets, are accepted for return on a general basis in accordance with clause 2.10 of these Rules.
4.6 The authorized person, when returning a ticket by a visitor in the event of replacement or transfer of the Event, has the right to invite him to attend the Event at another time or place, or to return the ticket price. 
4.7 There is no refund of funds paid by the visitor over the established ticket price.
